O pacote de corte de gastos aprovado pelo Congresso no fim do ano ado ajudará diminuirá as despesas em 2025 em cerca de R$ 34 bilhões, disse nesta terça-feira (11) o ministro da Fazenda, Fernando Haddad. Desse total, R$ 19 bilhões virão de economias efetivas de gastos e R$ 15 bilhões servirão para tapar novas pressões de gastos.
O ministro apresentou a nova estimativa ao voltar de reunião da Junta de Execução Orçamentária (JEO), no Palácio do Planalto. Além de Haddad, a JEO reúne os ministros do Planejamento e Orçamento, Simone Tebet; da Casa Civil, Rui Costa; e da Gestão e Inovação em Serviços Públicos, Esther Dweck.
Ao apresentar o pacote, no fim de novembro, o governo tinha anunciado que a economia em 2025 ficaria em torno de R$ 30 bilhões: R$ 15 bilhões de cortes efetivos de gastos e R$ 15 bilhões para cobrir novas pressões de gastos, como crescimento vegetativo do número de beneficiários de programas sociais, ampliações de programas e alta da inflação.
Segundo Haddad, os novos números serão apresentados ao senador Angelo Coronel (PSD-BA), relator do projeto do Orçamento de 2025. “Na verdade, foram poupados pouco mais de R$ 19 bilhões. Hoje, eu vi a conta fechada pelo Planejamento. Então, nós vamos levar para o relator essa conta”, declarou Haddad.
Sem ter sido aprovado no fim do ano ado, o projeto do Orçamento de 2025 deve ser votado pelo Congresso após o carnaval. O governo terá de enviar uma mensagem modificativa à Comissão Mista de Orçamento para incluir os novos números.
A reunião da JEO nesta terça, explicou Haddad, teve como objetivo readequar o projeto do Orçamento de 2025 ao pacote de gastos aprovado em dezembro pelo Congresso. “Temos que ajustar o Orçamento às leis que foram aprovadas depois que o projeto foi encaminhado, para manter uma peça orçamentária equilibrada. Tanto do ponto de vista das pressões pós-encaminhamento, pressões de ampliação de algum programa, em virtude da lei, quanto das medidas que o Congresso aprovou”, disse.
O ministro voltou a comentar o bloqueio de R$ 6 bilhões no programa Pé-de-Meia. Segundo Haddad, o governo está confiante em um acordo para reverter a medida, após a reunião da segunda-feira com o ministro do Tribunal de Contas da União (TCU) Augusto Nardes.
“Eu acredito que a conversa que aconteceu foi boa. Nós apresentamos nossos argumentos sobre a validade da lei aprovada quase por unanimidade no Congresso, mas estamos dispostos a ouvir os técnicos e ministros para adequar, se for a necessidade. Mas há uma lei aprovada que está sendo cumprida”, declarou.
Após o encontro com Haddad nesta segunda, Nardes disse que o governo terá de ajustar o Orçamento de 2025 para desbloquear o Pé-de-Meia, programa que que paga R$ 2 mil por aluno de baixa renda do ensino médio. Nesta quarta-feira (12), o plenário do TCU deverá julgar recurso da Advocacia-Geral da União (AGU) que pede a liberação dos recursos, mas existe a possibilidade de um acordo porque o TCU vai “modular” a decisão de janeiro.
Por meio da modulação, o TCU pode, por exemplo, adiar o início da obrigatoriedade da agem dos recursos do Pé-de-Meia pela conta única do Tesouro Nacional. A exigência pode começar a ser aplicada após a aprovação do Orçamento de 2025. Originalmente, a equipe econômica defendia que o programa entrasse no Orçamento apenas em 2026.
